Lagos Launches Nigeria’s First Flood Insurance Scheme to Protect Vulnerable Residents

• Governor Sanwo-Olu Unveils $7.5m Climate Risk Safety Net; Targets 4 Million vulnerable Residents in 7 LGAs

The Lagos State Government reaffirmed its dedication to innovative, inclusive, and sustainable policies with the launch of the Lagos Flood Risk Insurance Policy. This pioneeringinitiative is designed to protect vulnerable residents, safeguard livelihoods, and strengthen the State’s capacity to respond swiftly to flood-related disasters.

The project is a result of a tripartite partnership involving the Lagos State Government, the German Government (through the InsuResilience Solutions Fund/KfW Development Bank), the United Nations Development Programme (UNDP), and the Insurance Development Forum (IDF).

Speaking at the launch held on Wednesday, 29th April 2026, at the Radisson Blu Hotel, Victoria Island, Governor BabajideOlusola Sanwo-Olu represented by the Secretary to the State Government, Barrister Abimbola Salu-Hundeyin, described the policy as a fulfilment of his administration’s promise to govern with foresight and build systems capable of anticipating and absorbing environmental shocks.

Governor Sanwo-Olu noted that the project marks a departure from traditional, reactive disaster response. “The Lagos Flood Risk Insurance Project is a parametric flood insurance policy, the first sub-sovereign climate risk transfer solution of its kind in Nigeria. It does not wait for damage assessments before releasing funds. It does not require lengthy claims processes. The moment pre-agreed flood triggers are met, verified through satellite data and advanced flood modelling provided by our partners, financial resources are released automatically to the Lagos State Government, enabling us to deploy disaster relief and direct cash transfers to affected communities within the shortest possible time,” he stated.

The Governor disclosed that the policy covers up to four million vulnerable residents across seven pilot Local Government Areas: Alimosho, Ajeromi-Ifelodun, Amuwo-Odofin, Apapa, Kosofe, Somolu, and Ojo, providing a potential coverage of up to $7.5 million in the event of a flood.

Addressing the viability of the programme, the Governor highlighted the support of the InsuResilience Solutions Fund, which is funding 90 per cent of the first-year premium, while Lagos State contributes the remaining 10 per cent. He assured that the State Government is committed to progressively increasing its contribution in subsequent years to ensure long-term sustainability and institutionalisation of climate risk financing.

He further urged Lagosians, especially those in flood-prone communities, to ensure their registration with the Lagos State Residents Registration Agency (LASRRA) is up to date, as the database will be used to facilitate seamless and direct disbursement of support to affected individuals when flood triggers are activated.

The Governor commended development partners, including the United Nations Development Programme, the Insurance Development Forum, the World Bank, the African Development Bank, the European Union, and private sector partners such as AXA Climate and Swiss Re, for their technical expertise and collaboration in bringing the project to fruition.

Earlier in his welcome address, the Honourable Commissioner for Finance, Mr. Abayomi Oluyomi, noted that the insurance pay-out mechanism would be seamlessly integrated into the State’s social protection framework. He explained that the government would leverage the Lagos State Residents Registration Agency (LASRRA) database to identify and reach affected persons.

Also speaking at the event, the Special Adviser to the Governor on Sustainable Development Goals, Dr. Oreoluwa Finnih, highlighted the strategic alignment of the initiative with the State’s broader disaster risk financing framework and the Sustainable Development Goals (SDGs), particularly Goals 1, 11, and 13. She explained that the scheme represents a paradigm shift toward data-driven, anticipatory governance, designed to deliver immediate funds for emergency response and social protection.

Lawal’s Record Speaks: Amid Criticism by Ayo Olusegun, Lawal’s Track Record Tells Another Story

Recent remarks by Mr. Ayo Olusegun questioning the performance of Hon. Adeseyi Lawal have sparked debate across Ikeja Constituency I.

Yet, a broader and more balanced review of his work tells a different story—one rooted in visible results and consistent grassroots engagement.

Contrary to suggestions of inactivity, Hon. Lawal has maintained a steady focus on improving the welfare of his constituents through employment opportunities, educational support, community security, and infrastructure development.

One of the clearest indicators of his impact is in job creation.

Through his facilitation, several residents have secured employment in key Lagos State agencies such as TESCOM, SUBEB, and LAHASCOM. These opportunities have translated into financial stability for many families. Beneficiaries including Taofeek Bankole, Omobosola Adetunji, Olaleye Taiwo Abel, Saliu Fausat Olayinka, Ibrahim Mohammed Tijani, and Fadipe Abosede Kafilat highlight the real-life outcomes of these efforts.

Beyond employment, Hon. Lawal has also invested in education and social support. Numerous students in Ikeja Constituency I have benefited from the distribution of JAMB forms, easing access to higher education. In addition, he has provided financial assistance to residents by helping to offset various personal and household bills—interventions that have offered relief to many during challenging times.

In addressing security concerns, Hon. Lawal has embraced a community-driven approach. His facilitation of recruitment into the Lagos State Neighborhood Safety Corps (LNSC) has ensured representation across wards such as Onilekere, Onigbongbo, and Oregun. Individuals like Imoleayo Paul Ipadelola, Adebayo Sheu Tijani, Mustapha Yunus Babatunde, and Idowu Kingsley Nwanka are now playing active roles in safeguarding their communities.

Infrastructure development has also remained a priority. The renovation of Ola-Adesega Street in Oregun stands as a practical example of responsive governance.

Though modest, such projects significantly improve daily life by enhancing mobility and supporting local economic activity.

While Mr. Ayo Olusegun’s comments reinforce the importance of accountability, the full picture points to a pattern of meaningful service delivery. Hon. Lawal’s efforts demonstrate that effective representation is best measured not by rhetoric, but by tangible improvements in people’s lives.

As discussions continue, residents of Ikeja Constituency I are encouraged to engage with a complete and factual view—one that recognizes both scrutiny and the substantial progress already made.

“MADNESS! ADEBISI EXPLODES OVER ‘RIDICULOUS’ MAKINDE IMPEACHMENT PLOT”

‎The Deputy Chief Whip of the Oyo State House of Assembly and Chairman, House Committee on Youth and Sports, Yusuf Adebisi, has reaffirmed his unwavering loyalty to the Governor of Oyo State, Seyi Makinde, declaring that the governor remains the “messiah” of the state in light of what he described as unprecedented achievements under his administration.

‎In a strongly worded statement released through his media aide, Tope Eluyefa to journalists  to address growing speculations of a purported political move against the governor, Adebisi dismissed such claims as baseless, describing them as “Charlie Chaplin-style theatrics” orchestrated by individuals he accused of lacking sound reasoning and political depth.
‎He emphasized that any contemplation of impeachment at this stage of the administration would amount to gross misconduct and a betrayal of the collective will of the people of Oyo State, who, according to him, continue to express overwhelming support for the governor’s leadership.
‎“The notion that anyone would consider impeaching Governor Makinde at a time when citizens are openly praying for the extension of his leadership beyond the current tenure is not only unthinkable but deeply irresponsible,” Adebisi stated.
‎The lawmaker further pointed to the administration’s development blueprint, tagged Omituntun 3.0, as a clear indication of the governor’s forward-thinking agenda aimed at consolidating the gains already recorded across critical sectors in the state.
‎He maintained that the alleged plot lacks both political viability and public backing, insisting that such clandestine moves are unrealistic in the face of the governor’s performance record.
‎Reiterating his personal allegiance, Adebisi declared his steadfast commitment to Governor Makinde’s leadership.
‎“I remain the governor’s son. Wherever he goes, I follow,” he concluded.
‎The statement comes amid heightened political discourse in Oyo State, with stakeholders closely monitoring developments within the state’s political landscape.

2027: Nigerian Cleric Advocates Unity, Endorses Tinubu

The founder of Jehovah Eye Salvation Ministry, Prophet Godwin Ikuru, has called for an end to rising insecurity across Nigeria, urging citizens to support President Bola Ahmed Tinubu as the country approaches the 2027 general elections.

Speaking during a press conference in Lagos, Ikuru commended the president’s performance since assuming office in 2023, stating that many of his campaign promises have been fulfilled.

He emphasized that national unity and stability are critical for sustained progress.

Addressing the recent wave of violence, particularly in northern states such as Plateau and Benue, the cleric condemned the attacks and warned that such acts undermine the nation’s development. He urged perpetrators to desist, stressing that insecurity remains Nigeria’s most pressing challenge.

Ikuru also called on INEC and political stakeholders across party lines including the PDP, Labour Party, ADC, and others to collaborate in ensuring peace and stability nationwide.

According to him, political differences should not come at the expense of national interest.

Defending the administration against criticism over rising living costs, he argued that the president should not be solely blamed for market prices, noting that many goods consumed in Nigeria are imported.

He maintained that ongoing economic reforms are beginning to stabilize the system.

Highlighting key achievements of the Tinubu administration, Ikuru pointed to the removal of fuel subsidy, the student loan scheme (NELFUND), local government autonomy efforts, coastal road projects, and improvements in bilateral relations.

He added that reduced import dependence and stronger fiscal policies, including tax enforcement, are necessary for long term growth.

The cleric reiterated his confidence in Tinubu’s leadership, recalling that he had predicted his victory in 2022.

He expressed optimism that the president would secure re-election in 2027 and deliver further progress.

On security operations, Ikuru charged the Nigerian Air Force to intensify efforts in tackling insurgency and provide more transparency on recent coordinated operations in northern Nigeria that reportedly led to multiple casualties.

He concluded by urging Nigerians to promote unity, avoid divisive rhetoric, and work collectively toward building a peaceful and prosperous nation.

The endorsement was announced during a weekend gathering in Lagos, where members of the largely non-indigenous trading community expressed strong confidence in Ikuru’s leadership and vision for the state.

Speaking at the event, the group’s leader, Obina, described Ikuru as a compassionate and capable leader committed to empowering people across ethnic lines. He noted that Ikuru’s track record demonstrates inclusivity and a broad approach to development.

“Godwin Ikuru has consistently demonstrated that he is capable of delivering results. His efforts have impacted both Yoruba and non-Yoruba residents, proving he represents everyone,” Obina said.

Obina added that Ikuru has the capacity to sustain and expand on the achievements of the current administration led by Babajide Sanwo-Olu, ensuring continuity in governance and ongoing development initiatives.

Members of the association also pledged to mobilize support for Ikuru, expressing optimism that his leadership would promote unity, economic growth, and inclusiveness across the state.

‎Itsekiri Youths Warn Tinubu Against Decentralising Pipeline Surveillance Contracts, Say Move Will Fuel Niger Delta Chao

‎The Itsekiri Youths for Good Governance (IYGG) has urged President Bola Tinubu to reject mounting pressures for the decentralisation of pipeline surveillance contracts in the Niger Delta, describing the campaign as a veiled attempt by criminal elements to infiltrate and exploit the nation’s oil infrastructure.

‎In a public statement issued on Monday, the group characterised the push for regional redistribution of surveillance contracts as a “dangerous and self-serving” agenda driven not by genuine equity concerns but by vested interests seeking access to pipelines for illegal bunkering and crude oil theft.

‎‎The group recalled the turbulent years of Niger Delta militancy, pipeline vandalism, and economic disruption, warning that the relative peace the region currently enjoys was hard-won and must not be sacrificed on the altar of political patronage. They argued that existing surveillance companies have demonstrated consistent performance in curbing oil theft, protecting national assets, and maintaining order in volatile environments.

‎“Decentralisation, as currently being proposed, is nothing but a coded attempt to legitimise disorder and create multiple centres of unregulated control,” the statement declared, adding that pipeline surveillance is a national security matter demanding competence and proven capacity, not a political reward system.

‎Rather than fragmenting existing arrangements, the group called on President Tinubu to strengthen the current framework by expanding the operational coverage and logistical support available to surveillance contractors already delivering results.

‎The IYGG also appealed to traditional rulers, youth organisations, and political stakeholders across the Niger Delta to resist what they described as divisive narratives designed to inflame community tensions for selfish ends, stressing that the region’s advancement depends on unity and a collective commitment to lawful economic activity.

‎“We must not allow a few desperate actors to drag the entire Niger Delta back into an era of violence, destruction, and economic sabotage,” the statement warned.

‎The statement was signed by Mone Oris, Chairman, and Metsaghanrun S. Oki, Secretary, of the Itsekiri Youths for Good Governance.
