Zamfara Crisis: Rights Group Asks Tinubu to Declare State of Emergency Over Insecurity, Collapse of Governance*

...Accuses state government of aiding illegal mining, calls for non-partisan interim leadership.

A human rights coalition, Northern Citizens Alliance for Justice (NCAJ), has called on President Bola Tinubu to immediately declare a state of emergency in Zamfara, citing the total breakdown of governance, worsening insecurity, and the alleged complicity of the state government in criminal mining operations.

In a statement released in Kaduna on Friday, the group’s president, Mallam Kabiru Sani Bako, said no serious intervention can take place in the state unless power is taken out of the hands of political actors currently benefiting from the crisis.

“What we are witnessing in Zamfara State is not governance. What we are witnessing is organised abandonment of duty by those elected to serve,” Bako said.

“The state has no functional House of Assembly, no political will to stop the violence, and a growing body of allegations tying officials to illegal mining. This is no longer politics — this is betrayal of the people.”

The group described the security situation in Zamfara as “a slow-burning war that the country is ignoring at its own peril.”

Bako said residents in many parts of the state now pay levies to bandits to farm or travel, while state actors continue to play politics.

“In towns like Zurmi, Shinkafi, Anka and Bukkuyum, people are no longer safe to attend school, visit markets or sleep with both eyes closed. Women are being abducted, children recruited, and entire communities taxed by non-state actors. And what is the government doing? Trading blame and watching,” he said.

The group noted that the lack of a properly constituted state assembly further reinforces the collapse of democracy.

“As we speak, Zamfara has no legally recognised House of Assembly. 10 lawmakers were suspended for speaking out against the security situation in the state. This means the state is being run without the checks and balances that a democracy demands. It is a dictatorship of silence — and the victims are poor citizens who deserve better,” Bako added.

The group also accused the state government of shielding illegal miners, saying credible evidence suggests that proceeds from unregulated mining operations are funding arms purchases by criminal gangs.

“The same hands that should be protecting Zamfara are profiting from its destruction,” Bako said.

“The time has come for President Tinubu to step in — not with rhetoric, but with constitutional force. We are calling for the declaration of a state of emergency and the appointment of a non-partisan administrator to take over the reins and rebuild institutions.

“If this is not done now, we risk allowing Zamfara to become a permanent haven for terror cells. The country cannot afford to look away. Lives are being lost daily. And governance has already left the room.”

The Northern Citizens Alliance for Justice said it will send a detailed dossier to the National Assembly and the National Security Adviser in the coming days to support its demand.

APPRECIATING TINUBU’S PENCHANT FOR EXCELLENCE IN BUDGETING* By Okanga Agila

The Budget Office of the Federal Republic of Nigeria operates under the guidance of the Federal Ministry of Finance and Economic Planning. Over the years, the Office has witnessed numerous leadership transitions—often abrupt and inconsistent—leading to underperformance, infrastructural decay, and an erosion of professionalism. Leadership struggles and industrial unrest were further compounded by partisanship and blatant disregard for established procedures. Staff postings were dictated more by personal preferences than institutional needs, resulting in a disoriented system that drifted far from its mandate.

At its lowest point, the Budget Office had deviated from being a cornerstone of national development to a platform marred by inefficiency and weakened leadership. It became symbolic of bureaucratic lethargy and a conduit for underwhelming outcomes.

This dismal trajectory began to reverse when President Bola Ahmed Tinubu, known for his knack for spotting talent and assigning responsibilities to the most capable hands, appointed Tanimu Yakubu as Director-General of the Budget Office of the Federation. A respected economist and former Chief Economic Adviser to President Umaru Musa Yar’Adua, Yakubu brought to the role the intellectual depth and administrative acumen needed to drive transformational change.

Under his leadership, the country has witnessed a marked turnaround in budgetary performance. Sound economic reforms and a focus on sustainable growth have contributed to stabilizing an ailing economy. A significant part of this transformation is attributable to a restructured and inclusive budgetary process that emphasizes team spirit, delivery, and responsiveness to the needs of citizens.

Yakubu has streamlined the budget planning and allocation system, ensuring that national resources are channelled toward addressing real economic gaps. His approach is both focused and people-centred, leading to strategic outcomes such as a reduction in inflation—from 34% to 15% in 2025—and a steady improvement in economic indicators.

Along his most notable innovations is the enhanced monitoring of projects, supported by the engagement of consultants to ensure cost-effective and durable implementation. These measures have built investor confidence and encouraged both local and foreign investments.

His reform agenda also includes a redefinition of agricultural investment. By opening up previously untapped opportunities and portfolios, food security has been bolstered through widespread bumper harvests, contributing to the reduction of food-related inflation.

The Budget Office, under Yakubu’s direction, has adopted policies that prioritize poverty alleviation and disaster response. Strategic reallocations—such as N120 billion earmarked for flood mitigation and support to public hospitals—have ensured that underserved populations gain access to life-saving medicines, including for conditions like tuberculosis and HIV.

Furthermore, Yakubu’s organizational restructuring of the Budget Office has significantly improved staff performance and internal coordination. His strategic foresight in identifying inflationary triggers and implementing countermeasures has helped stabilize the economy. Today, Nigeria not only enjoys steady revenue growth and increased foreign reserves (now exceeding $42 billion) but has also surpassed its oil production targets—reaching over 2.6 million barrels per day, with an initial boost of 130,000 barrels per day.

A distinguished alumnus of Wagner College, Yakubu anchors his policy direction on promoting fiscal sustainability, transparency, and accountability in public finance management. He is widely recognized for his results-driven, inclusive leadership style that inspires and empowers staff across the Office’s six operational departments and seven units. This collaborative environment has led to impressive improvements in the functions of departments such as Revenue/Fiscal Policy, Social and Economic Expenditure, Budget Monitoring and Evaluation, Human Resource Management, and Finance and Accounts.

By fostering interdepartmental synergy, Yakubu has achieved a high-performance culture. His strong communication skills and motivational leadership have unified the workforce, enhancing productivity and accountability at all levels.

Yakubu’s crowning achievements include the development of a forward-looking economic blueprint aligned with the government’s development priorities and the establishment of a state-of-the-art ICT Centre at the Budget Office. His commitment to staff welfare, transparent monitoring systems, and project tracking has ensured a more efficient and impactful budget performance across Ministries, Departments, and Agencies.

Indeed, Tanimu Yakubu stands as a clear testament to President Tinubu’s commitment to excellence and meritocracy. His appointment has brought about a necessary transformation in the Budget Office, catalyzing economic stabilization and laying a firm foundation for national development and prosperity.

Among the myriad of challenges confronting Nigerian society, one issue that has garnered significant attention in recent times is the growing menace of drug abuse among the youths and women. This hydra-headed problem has assumed alarming proportions, claiming countless lives, destroying families, and undermining the very fabric of our society.

In a time when the menace of drug abuse is eroding the moral fabric of our society, especially among youths and vulnerable adults, the unwavering advocacy of Rep. His impactful policies and grassroots connection prove that he deserves to be elevated to a higher political position. With his pragmatic approach to governance, strategic thinking, and people-oriented initiatives, he has the potential to further drive development at a broader level.

His ability to bridge the gap between government and the people, much like Governor Seyi Makinde, makes him a valuable asset in the political landscape of Oyo State and Nigeria at large.

Rep. Abass Adigun Agboworin’s leadership has set a new standard in representation, proving that true governance is about impact, vision, and service. His fight against drug abuse, commitment to infrastructure and human development, and his drive for innovation make him a leader that Oyo State cannot afford to lose.

As he continues to emulate the people’s governor, Engineer Seyi Makinde, we pray that God grants him the strength and wisdom to do even more. It is imperative that the people of Ibadan North East/South East, Ibadan, Oyo State and beyond rally behind such a progressive, dynamic, and result driven leader, ensuring that his influence extends to higher political offices in due time where he can continue to champion the dividends of democracy for the greater good.

Stop Denigrating Yoruba Traditional Institutions– Ibadan Mogaji Warns Oluwo of Iwo

Another prominent Ibadan Mogaji, Alhaji Abass Oloko, has warned the Oluwo of Iwo, Oba Abdulrasheed Adewale Akanbi, to refrain from denigrating Yoruba culture by calling himself an Emir.

The observation came amidst growing concerns about the preservation of traditional identities within the Yoruba community.

In a statement, Mogaji Oloko expressed his concerns regarding the implications of such titles, which he believes undermine the rich traditions of the Yoruba people.

He stated, “The title of Emir is not part of our cultural heritage and should not be adopted by any Yoruba monarch. It is essential that we preserve our identity and traditions.”

He observed that the Yoruba people have a rich and diverse heritage that should be celebrated rather than overshadowed by external influences.

“We must stand firm in our identity and not allow ourselves to be influenced by titles that do not reflect our true heritage.”

“When we embrace titles that do not resonate with our history, we risk diluting the essence of our culture. It is vital for our leaders to recognise the significance of their titles and the customs they represent,” he added.

Oloko however warned the monarch to stop disrupting the peaceful resolutions arrived at the committee on boundary dispute between Osun and Oyo State. He reminded the monarch that the boundary between Lagelu and Iwo ends at Odo Oba.

Civil Rights Group Urges Tinubu to Probe Defence Minister Over Alleged Abuse of Office

The Civil Rights and Anti-Corruption Network (CRACON) has called on President Bola Tinubu to set up a special investigative committee to probe Defence Minister Muhammed Abubakar Badaru over allegations of abuse of office and conflict of interest.

In a statement on Wednesday by CRACON’s coordinator, Folashade Olumiya, the group urged the president to demonstrate consistency in his administration’s fight against corruption by applying the same scrutiny to Badaru as was done in the case of former Minister of Humanitarian Affairs, Betta Edu.

“The president cannot afford to be selective in the war against corruption. If a committee was set up to investigate Betta Edu over allegations of financial misconduct, then the same must be done in the case of Defence Minister Muhammed Badaru,” the petition reads.

CRACON’s demand follows an earlier petition by the Young Guardians of Accountability (YGA), which accused Badaru of violating federal laws by maintaining active business interests while holding public office. The group alleged that the minister continues to run private companies, including a Bureau de Change, despite clear legal restrictions.

According to CRACON, the allegations against Badaru, if left unaddressed, could erode public trust in the government’s anti-corruption stance.

“This administration has repeatedly assured Nigerians that no one is above the law. However, failure to subject the defence minister to the same level of scrutiny as others accused of corruption will create the impression that the fight against corruption is selective,” the statement added.

“We cannot afford a situation where certain individuals are investigated and prosecuted while others are shielded from accountability.”

The anti-corruption watchdog insists that beyond the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) investigating Badaru, a presidential committee must be constituted to ensure transparency and accountability.

“The Defence Ministry plays a crucial role in national security, and the integrity of its leadership must be beyond reproach. We call on the president to take immediate action, as anything less will send the wrong message to Nigerians about his administration’s commitment to fighting corruption,” Olumiya added.

The group also raised concerns about potential national security risks posed by the minister’s alleged private business dealings.

“It is deeply troubling that the individual responsible for overseeing Nigeria’s defence and security is allegedly involved in financial dealings that could pose a conflict of interest. This is not just about corruption—it is about the safety and security of the nation. If the allegations are true, then Mr Badaru must step aside to allow a full and independent investigation,” the statement read.

CRACON further urged the president to reassure Nigerians that his government remains committed to upholding accountability across all sectors.

“We are calling on the president to act decisively and prove that his administration’s anti-corruption agenda is not just rhetoric. The credibility of this government is at stake, and Nigerians are watching closely.”

Pro-democracy group tells Tinubu to declare state of emergency in Zamfara over insecurity, political repression

The United Democratic Coalition (UDC) has called on President Bola Tinubu to immediately declare a state of emergency in Zamfara, citing worsening insecurity and a breakdown of democratic order in the state.

The demand was contained in a statement on Friday signed by Abdulrahman Danladi, president of the coalition.

Danladi described Zamfara as “a state under siege,” accusing the state government of abandoning its constitutional duty to protect lives and uphold democratic principles.

“The situation in Zamfara has gone from troubling to terrifying. Armed groups operate freely, citizens are at the mercy of bandits, and yet those elected to speak up are being silenced,” the statement read.

He was referring to the recent suspension of 10 lawmakers in the Zamfara State House of Assembly, whom he said were punished for raising concerns about insecurity and illegal mining in their constituencies.

“What we are witnessing is not just lawlessness — it is executive tyranny. These lawmakers were elected by the people and have a duty to speak out. Instead of listening to them, the state assembly, clearly acting on orders, has shut them down,” Danladi said.

He likened the political tension in Zamfara to the recent situation in Rivers state, where Governor Siminalayi Fubara governed with just four lawmakers after a split in the house of assembly — a scenario that prompted calls for federal intervention.

“If Rivers with four lawmakers sparked talks of emergency rule, how is Zamfara with 10 suspended lawmakers and spiralling violence not a national concern?” Danladi asked.

“The same standard must apply. Democracy is being murdered in Zamfara in broad daylight. If the federal government could consider intervening in Rivers, it must not turn a blind eye to the breakdown in Zamfara.”

“We are calling for a six-month state of emergency in Zamfara to allow security forces take control, restore peace, and return the state to constitutional order.”

The group also demanded the immediate reinstatement of the suspended lawmakers and an investigation into what it called “executive interference” in the legislature.

“This is not the time for political correctness. It is the time for leadership. The people of Zamfara are under siege — both by bandits and by those who should be protecting them,” the statement added.

Zamfara, one of Nigeria’s most troubled states, continues to face persistent attacks from armed groups, with thousands displaced and dozens killed in the past year alone.

Open Letter To Tinubu: Bash Ali Seeks FG’s Support In Hosting Guinness World Record Boxing Championship Fight

His Excellency,

Bola Tinubu, GCFR

President of Nigeria,

Presidential Villa, Abuja, Nigeria.

My Dear President Sir, Assalam Alaikum.

Happy birthday in great health, long life backed with the wisdom to take Nigerians to the Promise land. CORRUPTION has killed millions of Nigerians and has left most CONFUSED and FRUSTRATED. If someone had told me that after almost 2 years into your administration that my Guinness World Record Boxing Championship fight would still be stalled, despite my several meetings and discussions with you on the subject matter, I would have punched the person in the mouth.

All Guinness World Record Boxing Championship fights have held in the United States of America so mine would be the first outside and the most lucrative in the history of Pay Per View Television Revenue, sales of souvenirs, sponsorship, advertisement etc. I32 countries are coming to Nigeria to be part of Boxing History and the Federal Government of Nigeria (FGN) has written to the World Boxing Body to guarantee in Nigeria the safety of their members and that the Ministry of Youth & Sports, now the National Sports Commission (NSC) will follow up to ensure timely payment of their Approval fee which is domiciled at the Central Bank of Nigeria by the PRIVATE SECTOR.

For almost 19 years, to make this historic event a reality in Nigeria, the FGN has on 3 occasions, November 9, 2006, January 7, 2014 and May 21, 2019 inaugurated the Bash Ali Boxing Project Local Organizing Committee with the 3 arms of government, LEGISLATIVE (Senate and House of Representatives committee chairmen on sports), EXECUTIVE (office of the chief of staff to Mr. President) & JUDICIARY (office of the attorney general of the Federation) as members. The PRIVATE SECTOR will provide the funds while the FGN will provide an enabling environment for a successful show but CORRUPTION has stalled it.

My President Sir, It is imperative to inform you that the FGN is not putting up a KOBO but to provide an enabling environment and in the process earn the glory, honor and money from hosting this historic event.

My President Sir, after the FGN has collected $12M USD and extorted millions of Naira from me in the disguise of putting in place the promotional structures, the FGN has stalled the process of hosting this historic fight because I say NO to further extortion.

Sir, for almost 19 years the FGN has failed me. The FGN has extorted millions from me. The FGN has blackmailed me. The FGN has scammed me and despite several juicy offers to fight outside of Nigeria I still refused to give up on my country, Nigeria. I want to fight in my country, Nigeria so help me, please.

My President Sir, to get justice and right the wrongs of the FGN, I had to go to court and the matter is again coming up on April 7, 2025. I did not leave my comfort zone in Oakland, California, United States of America to fight the FGN in a court of law but to fight in a boxing ring to bring honor, glory and financial growth to FGN but I am in court because I have no choice.

Sir, the people that extorted millions of Naira from me on behalf of the FGN and those that were not successful are still in your cabinet and have sworn that this historic fight will not see the light of the day unless I co-operate with CORRUPTION.

PRAYERS:

1.  I am respectfully asking that the court case against the FGN be settled out of court.

2.  I am respectfully asking for the immediate re-inauguration of the Bash Ali Boxing Project Local Organizing Committee and that all the unnecessary obstacles caused by CORRUPTION by the FGN should be removed so this historic fight can hold in our great country, Nigeria.

Ma’Salam.

Respectfully submitted for your urgent attention and action.

Yours Truly,

Building a Better and a More Profitable Nigeria Through Sport.

Bash Ali. OON.

World Boxing Champion.

APC UK, Nigerians in Diaspora Urge Tinubu to Revoke Suspension of Fubara, Save Country's Image Now*

Some Nigerians in the United Kingdom have expressed deep concern over the recent proclamation of a state of emergency in Rivers State and the suspension of Governor Siminalayi Fubara, his deputy, and members of the State House of Assembly.

The Progressives Without Borders said the decision has severely damaged Nigeria's image, with the international community condemning it as an egregious overreach of executive authority.

A statement co-signed by its President John Andrew, who is also the Chairman of the APC in South-East London, noted that the move has also contravened the fundamental principles of federalism and democratic governance, casting aspersions on the legitimacy of the Tinubu administration.

"Nigeria's global reputation has suffered irreparable damage, with the country being perceived as one where the government disregards the rule of law and undermines democratic institutions," the statement said.

"The dubious interpretation of the Constitution that underpinned the suspension of Governor Fubara has only exacerbated these concerns. The timing of these developments could not be more inopportune, occurring against the backdrop of a highly contested presidential election.

"The legitimacy of the election outcome has been called into question by many international observers, and the government's actions have only served to fuel these concerns.

"As a result, the Tinubu administration's ratings have plummeted, and Nigeria's global reputation has been severely tarnished. The long-term implications of these developments are profoundly disturbing, portending a potentially irreversible erosion of trust in democratic institutions and the rule of law."

To address these concerns, the group urged President Tinubu to revoke the suspension and restore democratic governance in Rivers State.

The Progressives Without Borders believes this is the first step towards restoring confidence in the government's commitment to democratic values.

"The President must take concrete steps to address the concerns of the international community and ensure that the judiciary is independent and impartial," the statement added.

"The government must also address the underlying issues that led to the crisis in Rivers State, requiring a comprehensive approach that takes into account the political, economic, and social factors that contributed to the crisis.

"Additionally, the government must ensure that the rule of law is upheld and that the rights of citizens are protected. To restore Nigeria's global reputation, the government must take concrete steps to promote democratic values and the rule of law, requiring a concerted effort to address the concerns of the international community and ensure that the government is transparent and accountable.

"The government must also foster a culture of democracy and respect for the rule of law, requiring a long-term commitment to promoting democratic values and ensuring that the government is accountable to the people."

GGAN Lauds President Tinubu, Kyari's Reforms on Food Security *Says Decrease in Prices of Food Commodities Good Sign for a Better Nigeria

The Good Governance Advocates of Nigeria (GGAN) has commended President Bola Tinubu and Minister of Agriculture and Food Security, Abubakar Kyari, for their efforts in transforming Nigeria's agricultural sector.

In a statement signed by its national president, Comrade Gideon Unazi, the group hailed the administration's commitment to driving economic growth and positioning Nigeria as a key player in regional and global food markets.

According to Unazi, the country's gradual shift from subsistence farming to a robust agribusiness ecosystem is a significant step towards empowering farmers and fostering private sector-led growth.

He noted that the declaration of a state of emergency on agriculture, temporary suspension of tariffs on imported grains and essential food items and other reforms have yielded positive results.

Unazi added: "The collaboration with international development institutions such as the African Development Bank, the World Bank, and the Japanese International Cooperation Agency (JICA) has also been instrumental in driving growth in the agricultural sector.

"The lifting of the ban on importation of food across land borders, the firming up of the Naira, and the reported pausing of bulk purchase of grains that UN and US agencies distribute to IDP camps have all contributed to the recent decline in food prices.

"The election of Kyari as the Vice Chairman of the Governing Council of the International Fund for Agricultural Development (IFAD) is a testament to Nigeria's leadership in global agricultural transformation.

"This recognition is a clear indication that the country is on the right path towards achieving food security and sustainable agricultural development.

"The Ministry's efforts to distribute over 2.1 million bags of fertilizers to farmers and provide food aid to flood-affected communities have been particularly noteworthy. These initiatives have not only improved agricultural productivity but also provided relief to vulnerable populations."

Unazi said the recent decline in food prices is a significant achievement and proof of the Federal Government's efforts, with prices of some grains crashing by as much as 40% in the past month.

The statement stated: "The recent decline in food prices is a significant achievement, with prices of some grains crashing by as much as 40% in the past few weeks.

"The prices of beans, yam, rice, tomatoes, and garri have all declined, ranging from 10% to 70%. This trend is expected to continue, bringing relief to millions of Nigerians who have been struggling with high food prices.

"According to reports, the prices of major raw food items have declined significantly. Aljazeera reported that the prices of some grains crashed by as much as 40% in the past few weeks.

"BusinessDay highlighted a noticeable fall in the prices of beans, yam, rice, tomatoes, and garri, ranging from a decline of 23% for imported rice to 70% for tomatoes.

"The GGAN wishes to commend President Tinubu and Kyari for their leadership and vision in driving growth in the agricultural sector. We urge the administration to continue its efforts to drive economic growth and reduce poverty.

"We also call on all stakeholders to support the government's initiatives aimed at achieving food security and sustainable agricultural development. With the current trend of declining food prices, we are optimistic that Nigeria is on the path to becoming a food-secure nation."

ERA Applauds Tinubu Over Mele Kyari’s Sack, Calls for Probe Into Fake Refinery Projects*

The Energy Reforms Advocates (ERA) have praised President Bola Ahmed Tinubu for his decision to remove Mele Kyari as the Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company (NNPC) Limited.

In a statement on Wednesday, Abdulkadri Isah, president of ERA, described the move as a courageous step toward reforming Nigeria’s oil sector and tackling entrenched corruption.

He said Kyari’s removal would allow a full investigation into alleged fraudulent refinery projects under former President Muhammadu Buhari’s administration.

“The dismissal of Mele Kyari signals a new dawn in our nation’s commitment to eradicating corruption in the oil and gas sector. We commend President Tinubu for demonstrating the political will to confront these challenges head-on,” Isah said.

He urged the newly appointed leadership of the NNPC to prioritize an audit of past projects and ensure accountability in the sector.

“The probe into fake refinery projects must be swift and thorough. Nigerians deserve to know how billions of dollars were allocated to non-existent or uncompleted projects while the country continued to rely on fuel imports,” he stated.

ERA called on relevant anti-corruption agencies to support the process, warning that failure to expose past mismanagement would hinder any meaningful reform.

“This investigation should not end with a change in leadership. There must be consequences for those who mismanaged funds and deceived Nigerians. The government must set a precedent that corruption will no longer be tolerated,” Isah added.

The group also expressed optimism that under fresh leadership, the NNPC could regain public trust and reposition itself as a driver of economic growth.

“With competent leadership, the NNPC can finally fulfill its mandate. We expect reforms that will boost local refining capacity, attract investment, and ultimately reduce Nigeria’s dependence on imported petroleum products,” the statement read.

Kyari’s removal was part of a broader shake-up of NNPC’s board, with former Shell executive Bashir Bayo Ojulari appointed as the new GCEO and Ahmadu Musa Kida as non-executive chairman.

The restructuring aligns with the government’s vision of revitalising the oil sector and increasing Nigeria’s crude oil production and refining capacity.

Coalition of Nigerians Write African Union Over State of Emergency in Rivers*

A coalition of Nigerians has expressed dismay and disappointment over President Bola Tinubu's declaration of a state of emergency in Rivers State, describing it as a gross abuse of power and a blatant disregard for the Constitution, democratic principles, and the rule of law.

In a letter to the African Union Commission, the coalition urged the commission to take immediate action to address the situation and ensure that democratic principles are upheld.

See full letter below:

*COALITION OF NIGERIANS*

No. 24 Seriki Street, Off Odunsi Street, Bariga Shomolu Lagos, Nigeria.

March 26, 2025

His Excellency, Alhaji Mahmoud Ali Youssouf,

The Chairperson, African Union Commission,

P. O. Box 3243, Roosevelt Street W21K19,

Addis Ababa, Ethiopia.

Your Excellency,

UNCONSTITUTIONAL DECLARATION OF STATE OF EMERGENCY IN RIVERS STATE: A THREAT TO DEMOCRACY IN NIGERIA AND AFRICA

We are writing to express our utmost dismay, disappointment, and disillusionment over the recent declaration of a state of emergency in Rivers State by President Bola Tinubu. This decision is not only a gross abuse of power but also a blatant disregard for the Constitution, democratic principles, and the rule of law.

With President Tinubu as the Chairman of ECOWAS, Nigeria is expected to be a shining example of democratic governance in Africa. Unfortunately, President Tinubu's actions have fallen woefully short of this expectation. His decision to suspend the democratically elected Governor of Rivers State, Sir Siminilayi Fubara, and the State House of Assembly, is a clear violation of the Constitution and an affront to democratic principles.

Section 305 of the Constitution, which the President cited as the basis for his action, does not grant him the power to suspend or remove elected officials. The Constitution is clear on the grounds for removing a governor, which is explicitly stated in Section 188. The President's action is a blatant disregard for the Constitution and the democratic process.

This action is not only a threat to democracy in Nigeria but also sets a dangerous precedent for the suppression of democratic institutions and the rule of law in Africa. It is imperative that the African Union Commission takes immediate action to address this situation and ensure that democratic principles are upheld.

The implications of this action are far-reaching, and if left unchecked, could lead to a breakdown in law and order, undermine the legitimacy of democratic institutions, and damage Nigeria's reputation as a beacon of democracy in Africa. Furthermore, this action raises serious concerns about the President's commitment to democracy and the rule of law. It is worrisome that the President would resort to such draconian measures, rather than exploring democratic solutions to the challenges facing Rivers State.

We are also concerned about the potential consequences of this action on the stability of Nigeria and the African region. The suspension of democratic institutions and the imposition of emergency rule could lead to widespread unrest, violence, and instability. In addition, this action undermines the principles of federalism and the autonomy of states in Nigeria. The President's decision to suspend the Governor and the State House of Assembly is a clear infringement on the powers of the state government and a violation of the principle of separation of powers.

We urge you to prevail upon President Tinubu to immediately lift the State of Emergency in Rivers State and restore the democratically elected government. We request that the African Union Commission take concrete steps to ensure that Nigeria, as a member state, upholds the principles of democracy, human rights, and the rule of law. We also request that the African Union Commission take the following steps:

*Condemns the declaration of a state of emergency in Rivers State and the suspension of the democratically elected Governor and State House of Assembly.

*Calls on President Tinubu to immediately lift the State of Emergency and restore the democratically elected government.

*Sends a fact-finding mission to Rivers State to investigate the circumstances surrounding the declaration of a state of emergency and the suspension of democratic institutions.

*Takes concrete steps to ensure that Nigeria, as a member state, upholds the principles of democracy, human rights, and the rule of law.

We look forward to your prompt response and action.

Signed;

Professor Senator Opeyemi Ola

Professor Adah George

Rt. Hon Dr James Oloko

GOVERNOR UMAR NAMADI AGRICULTURE-ECONOMY REVOLUTION IN JIGAWA STATE

In the face of Nigeria’s pressing food security challenges and economic hardships, the narrative seems poised for change with Governor Umar Namadi affectionately stepping into agriculture revolution in the saddle.

H.E. Umar Namadi
Executive Governor Jigawa State.
He is currently spearheading initiatives to revolutionize agriculture and propel Jigawa State into a pivotal role in Nigeria’s quest for sustainable food security especially in the production of rice which is currently making the state to be contesting the number one rice producing state in Nigeria.

Governor Umar Namadi has launched an ambitious food security and farm mechanization programme to enhance food production and security. This initiative includes the procurement of tractors and the distribution of essential inputs such as rice millers, threshers, hammer mills, and fertilizers to farmers across the state.

A particularly noteworthy innovation is the government’s plan to allocate hectares of land to farmers, aiming to produce million tons of food, while providing them with farm inputs.

Additionally, the state has a larger plan to establish Agricultural Development Fund to not only encourage youth participation in agriculture but also address economic and social essentials.

Jigawa state’s renewed focus on agriculture is not only timely but resonates well with the overall drive towards repositioning Nigeria for sustainable food security and economic growth. There is no contesting the fact that Nigeria is facing what can mildly be described as economic turbulence and addressing this requires concerted efforts to support agricultural development. And since agriculture remains the low-hanging fruit in turning the nation’s fortune, governments at all levels must accord top priority to this all-important sector.

According to Special Assistant On Investment, Abubakar Muhammad Sani said, "there has been, justifiably so, persistent calls on the government to support agriculture. To fully appreciate this call, we must note that as global food demands continue to rise, with the World Bank forecasting a 70% increase by 2050, the agriculture sector will require $80bn in global investments every year. Food demand in Africa is projected to grow more rapidly, with the World Bank estimating that the total size of the market will approach $1trn by 2030".

Abubakar Sanni also commend His Excellency, Governor Umar Namadi for his giant step to protect the students of the state against any insecurity by employing 9,974 safe school guards, saying the process is already yielding results.

Special Assistant On Investments Abubarka Sanni
Also a friend of the government in Jigawa State , Lawan Haruna explained further that good enough, transformative agenda extends beyond agriculture. Encapsulated in his “New Jigawa” policy which prioritizes other critical sectors like security, education, science and technology, agriculture, commerce, tourism, civil service, health, infrastructure/urban renewal, local government and traditional Institutions, revenue generation, women and youth development, the agenda reflects his commitment to holistic development".

"Truth be told, Governor Umar Namadi commitment to education is evident in actions such as prompt payment of teachers salaries and allowances" Lawan said.

As it is often said, roads are the arteries through which the economy pulses. It helps link producers to markets, workers to jobs, the sick to hospital and students to schools. Obviously aware of this, Governor Umar Namadi is focusing on road construction and work on the existing ones and creating new roads for a better network.

His Excellency , Umar Namadi has served as Commissioner for Finance of the State. He served as the deputy governor of Jigawa State between May 2019 and May 2023. He was elected as the governor of Jigawa State in 2023 under the platform of All Progressive Congress. Less than two years, he has succeeded in proving to the electorate who massively voted for him that they couldn’t have made a better choice.

HONOURABLE ADEBISI PROFFERS LASTING SOLUTION TO FRAUDULENT ACTIVITIES IN REAL ESTATE AND HOUSE AGENTS

Regulating fraudulent activities in the real estate sector is crucial for protecting consumers and maintaining the integrity of the market. Speaking on the floor of the House of Assembly, Deputy Chief Whip Oyo State House of Assembly, Hon. Yusuf Adebisi frowned at the fraudulent activities of the house agents and real estate practitioners have become a serious issue that has created health challenges to tenants.

Lending his view on the motion raised by Hon. Abiodun Babalola and other colleagues on the floor of the Assembly, saying many houses now have two to three agents without the consent of the owners, the agency fee is even higher than the usual house rent fee and a lot terminologies are used by these agents to defend their fraudulent activities.
Hon. Adebisi now advised that there should be a strict licensing requirement for real estate agents, brokers, and developers to ensure that only qualified individuals operate in the market mandate continuing sensitization to keep professionals updated on laws and practices.

Their need to promulgate laws to Strengthen consumer protection specific to real estate transactions and tenants allowing for easy reporting and resolution of fraud-related complaints.
Also, he explained further that there should be full cooperation between government agencies (e.g., real estate commissions, consumer protection agencies, law enforcement) to coordinate efforts in detecting and responding to real estate fraud and share information and best practices across jurisdictions to tackle cross the state fraud schemes.

“We need to establish or empower regulatory bodies responsible for overseeing real estate transactions and enforcing compliance with laws, conduct regular audits and inspections of real estate practices, particularly for developers and property management companies, to ensure compliance with regulations and create accessible and efficient channels for consumers to report suspected fraud and seek redress”.

Lastly Honourable Adebisi said, “there is need to maintain public databases that track real estate agents, brokers, and developers, including any history of fraud or misconduct”.

FUBARA: A MISUNDERSTOOD PATRIOT*. By Randy Igali.

The word patriot is derived from the Greek word “patriots,” which simply mean “of one’s father.” According to the Merriam-Webster, the word entered the English lexicon through the French word “patrite,” which means “fellow countryman.”

In 1912, J. R. Miller, aptly described the situation when patriots are made. According to Miller, times of peace and prosperity are not the best times to make patriots. Patriots are made, when a nation is in peril, at such a time love for country is developed, because it is at such times that there is a call to arms to defend home, altar and flag.

True patriots are actually few today, but Sir Amaopusenibo Siminalayi Fubara the governor of Rivers State is one of them.

Although greatly misunderstood and his intentions misinterpreted and misconceived, for Governor Siminalayi Fubara, there is an inner awakening and a strong true heart of loyalty, the type that at each point compensates for national danger and adversity. This probably is as a result of his strong Christian convictions and his professional calling as an Accountant. These two vocations prepared him to be transparent, and accountable demonstrating uncompromising integrity.

To Governor Fubara, patriotism is loyalty, and each is another. He has always lived the life of a patriot. It was this unwavering, unflinching life of loyalty, support and service, this subservience that endeared him to Chief Nysome Wike, in the first place, and made him the first choice of nomination for the position of the governor of Rivers State immediately after him. Surely, if Chief Wike did not believe in him and trust his intrinsic moral qualities and statesmanship, he would not have committed himself to him and would not have supported him to be the governor of River States just after him.

Although later events might seem to have contradicted such perception for those who are unwilling to study him, Governor Fubara has consistently remained unfazed and true to self in conducting himself as a patriot even at the risk of being misunderstood, maligned and misjudged.

His several decisions have been motivated basically by a true love for his people, and the need to pursue that which will bring the greatest good to the greatest numbers of the citizens of River State.

Born on the 28th day of January, 1975, Sir Siminalayi saw the depravities of his people, he was with them when they were hungry and had none to turn to, he saw the lack of infrastructures, he witnessed the abject poverty and the death of his kinsmen and women who could not access medical care because those cares were not there or the hospitals lack the basic facilities. Fubara was part of them when they had no roads, when militants bombed the common wealth with impunity and disregard to the laws of the land. He actually prayed and waited for the time when he could just be the solution instead of being just part of the solution. And just when destiny and providence beckoned, he was shut out.

At the heart of Governor Fubara is that essential element and cardinal virtue of manliness, a distinguishing true-heartedness; the love for country and his people, a desire to bring prosperity to his people, he desired to see a people who are truly emancipated, and as if assailed by armed enemies, he sees every hindrance to the achievement of his goal as a call to battle, although he realize that here now this battle can no longer be fought with bullets but with ballots to be settled on election days. And so, at each moment, his strongest desire is to reach the people so as to alleviate their negative plights and be a succor to their restlessness.

Governor Fubara believes in the combination of brain and conscience, because he knows that a country without good morals and godliness, is a country doomed. To him, no democratic nation can truly be great, when the politicians are not strong in character and faithful to duty at whatsoever cost. He is therefore a man who can never deny any agreement with anyone. But he will as well not enter into any agreement at the detriment of his own people.

Governor Fubara is willing to give splendid service, strength, security and stability to the people of Rivers State on his personal honour.

He was unwilling to build bird’s nest, which will be swept away by the flood of time. He was willing to walk deftly upon that slim line of political conspirational framework to a potent revolution and transformation of his people and the State.

Indeed, Governor Fubara explored and achieved such a high uniquely superlative plateau, of self-identification, with a history of patriotism and identity. He intelligently guided his ideology of the Rivers State he wants, built by himself after his own heart and for the socio-economic benefits of her own people. This because he loves and what to support his people. He is proud to do so, it brings him at par with the founders of Rivers State, bring to him that sense of unification and joy. This is the clime of exclusivity, the difference that Fubara wanted to make.

Governor Fubara’s patriotism is not that of a nativist or merely nationalist, who perceives every other person outside the proclivity of his tribe as an enemy but he was willing to associate with consequences of his identification with his people.

Indeed, Governor Amaopusenibo Siminalayi Fubara is a misunderstood patriot, whose real intentions is the good of his people of Rivers State, and he is willing to pay any price, even the supreme price to redeem and emancipate the people of Rivers State.

Name Reconciliation Committee Within 14 Days to End Emergency Rule in Rivers - Pro-Democracy Group Begs Tinubu

A pro-democracy group, Coalition of Civil Society in Defence of Democracy, has urged President Bola Tinubu to establish a reconciliation committee within 14 days to resolve the crisis in Rivers State.

This call comes after President Tinubu declared a state of emergency in the state, suspending Governor Siminilayi Fubara, his deputy, and the Rivers State House of Assembly for six months.

The group's convener, Dr. Olayemi Isaacs, at a press conference in Abuja expressed concerns that the state of emergency would only lead to a "forced peace" and encourage parties to hide their true intentions.

Instead, he advocated for reconciliatory steps in a democratic setting to achieve genuine peace.

According to Dr. Isaacs, genuine peace can only come to Rivers State through reconciliatory steps taken in a truly democratic setting.

The group criticized President Tinubu's decision to declare a state of emergency, stating that it validated the ugly practice of corrupt political godfatherism by siding with former Governor Nyesom Wike, who is the Minister of the Federal Capital Territory (FCT) in Tinubu's cabinet.

They argued that Wike's overbearing rent-seeking behavior was the root cause of the crisis in Rivers State.

The Coalition of Civil Society in Defence of Democracy demanded that President Tinubu set up a panel of non-partisan eminent Nigerians to mediate between the rival parties in the Rivers State crisis.

They emphasised that the mediatory efforts must be concluded within 60 days, allowing the state of emergency to be lifted within 90 days of its declaration.

The group warned that allowing the state of emergency to run longer than 90 days would compound the problem in the state, threatening and possibly jeopardizing Nigeria's democracy.

They urged President Tinubu to take immediate action to establish the reconciliation committee and begin the process of resolving the crisis in Rivers State.

“We call on President Bola Tinubu to end the state of emergency he imposed on Rivers State within 90 days of its proclamation,” Isaacs added.

“Allowing it to run longer than this period will compound the problem in the state in a way that will threaten and possibly jeopardize Nigeria’s democracy.

“Furthermore, the Coalition of Civil Society in Defence of Democracy demands that President Tinubu, within 14 days, set up a panel of non-partisan eminent Nigerians to mediate between the rival parties in the Rivers State crisis.

“The mediatory efforts must be concluded within 60 days so that the state of emergency can be lifted within 90 days of its declaration.

“Finally, we call on political parties to rein in their members in states that have similar political wranglings ongoing so that President Tinubu would not have the excuse to suspend democratic structures in more parts of the country.

“Where political parties fail to heed this counsel, they can be assured that there will not be many states left under democratic rule before the 2027 General Elections.”

Zamfara: Coalition Decries Alleged Anti-Democratic Actions By Gov Lawal, Lawlessness Against Assembly Members*

A coalition, the Centre for Democracy and Development, has condemned the alleged anti-democratic actions of Zamfara State Governor, Dauda Lawal, and his administration's lawlessness against members of the House of Assembly.

The group, in a press conference held in Abuja, called on President Bola Ahmed Tinubu to declare a state of emergency in Zamfara State for a minimum of six months.

According to its convener, Ibrahim Yakubu, Governor Lawal's actions have plunged the state into economic sabotage, anarchy, and instability.

The group cited the suspension of 10 members of the Zamfara State House of Assembly for 13 months, simply for expressing concerns about the state's security situation.

This, the coalition argued, has crippled the legislative chamber and denied the people of Zamfara effective representation.

The coalition also accused Governor Lawal of authoritarianism, citing his directive to suspend eight members of the House who raised concerns about the worsening security crisis. The group described this as a clear abuse of power and an attack on democracy.

Furthermore, the coalition condemned Governor Lawal's alleged complicity in illegal mining activities in the state, which has led to the exploitation of Zamfara's gold reserves.

“In light of these hideous violations, It is time for President Bola Tinubu to take action before it is too late. A state of emergency must be declared in Zamfara now,” the statement added.

“A six-month emergency period is necessary to restore order, dismantle the networks of political and economic terrorists, and pave the way for a return to democratic governance.

“This is not a call made lightly; it is a demand born out of necessity, as the current trajectory threatens not only Zamfara but the entire nation. The good people of Zamfara deserve leadership that upholds the rule of law, prioritizes security, and safeguards national resources.

“Additionally, We implore Mr. President to use every resource and tool at his disposal to handle the crisis in Zamfara.

“The federal government must take swift action in order to secure the state resources, defend people’s lives and livelihoods, and hold those culpable for the current situation accountable. The time for Half-measures and false promises are no longer an option; strong, quick action is now required.

“It is evident that Governor Dauda Lawal’s tenure has been an unmitigated disaster, a relentless assault on democracy, a blatant disregard for the rule of law, and a shocking indifference to the suffering of the people he was elected to serve.

“He has desecrated democratic institutions, fostered political terrorism, refused to tackle insecurity, and enabled the looting of Zamfara’s wealth. No doubt, he has failed in his responsibilities, and he can no longer remain in office. Nigeria deserves better.”

State of Emergency: Reps Refute $5,000 Inducement Allegation

The House of Representatives has vehemently denied allegations that its members received a $5,000 inducement to ratify President Bola Ahmed Tinubu's request for a State of Emergency declaration in Rivers State.

Deputy spokesman of the House, Hon. Philip Agbese (Benue, APC), in an interview with journalists in Abuja on Saturday, described the allegation as false, malicious and emanating from "the pit of hell."

Hon. Agbese said Thursday's resolution of the House on the State of Emergency declaration in Rivers was done out of patriotism and in the interest of restoring lasting peace to River State.

"At no point did members of the House engage in any financial inducement about the state of emergency declaration. The decision was taken after extensive deliberations on the security and political situation in Rivers State, in line with our constitutional responsibilities to safeguard national stability," he said.

"Any suggestion that lawmakers were bribed is pure fiction, designed to serve the interests of those who seek to distort facts and create unnecessary tension in the country. The House of Representatives remains an independent institution guided by democratic principles, the rule of law, and the collective will of the Nigerian people.

"Our duty is to make decisions that align with the national interest, not to succumb to baseless distractions aimed at eroding public trust. The allegations of bribery are a desperate attempt to discredit the House and must be dismissed as the political comedy that it is".

Agbese drew parallels with King Solomon's wisdom, citing the biblical story of the two women disputing a child's parentage (1 Kings 3:16-28).

"What the President did was like what King Solomon did when the two women who were fighting over the propriety of a child came to him. These people in Rivers are all interested in the progress and development of Rivers State," he added.

"They love the state, and they are working hard for it. But one way or the other, disagreement arose between the parties which escalated, and Mr. President, in his wisdom, decided to impose a state of emergency, for some time to allow the two parties to come together, to further deepen our democracy."

He said as members of Parliament interested in the peace and well-being of the people of Rivers State, they approved the State of Emergency declaration in Rivers out of patriotism and not for any pecuniary consideration as being alleged.

Agbese noted that the Parliament in its wisdom made some key adjustments to Mr President's emergency proclamation before ratifying it.

"One is that the Parliament remains the law-making body as far as the country is concerned. We resolved that the National Assembly would take over the legislative duties of the Rivers Assembly within the period that the state of emergency is enforced," he stated.

"Secondly, we resolved as a Parliament that it must not necessarily be for six months for the parties to come together and resolve. Even if it is within two weeks, that these parties can resolve their differences and show that they are on the same page, Mr. President, in his wisdom, should also reduce 180 days."

Hon. Agbese said he believes that President Bola Ahmed Tinubu, as a true democrat, will not work against democratic institutions in the country.

"We know Mr. President very well. He is a Democrat. He has fought for the institution of our democracy as far as Nigeria is concerned. And he is one man who would always want to protect this democracy.

"We have been relating with him as the President of the country for the past almost two years now. We have been relating with him as our President. We have seen his concerns.

"The 10th House of Representatives has seen the genuine concerns and we believe and trust that if these issues are resolved in less than six months, Mr. President is going to put an end to the state of emergency in that state."

Hon. Agbese said the House in its wisdom, equally resolved that a tri-partite committee of comprising eminent Nigerians, members of the Parliament and members of the Executive Council at the other end be constituted to ensure that the warring groups in Rivers State are brought to a roundtable and an amicable resolution is reached.

Agbese, while disabusing the minds of Nigerians over the allegations of inducements of members, blamed "fifth columnists" and oppositions, whom he said, are out to tarnish the image of the parliament.

The Benue lawmaker urged Nigerians to continue to extend the kind of support they have always extended to them, assuring that they will always work in the people's interest as 'Peoples' House'.

He expressed optimism that at the end of the State of Emergency, the Rivers State government and the Rivers Assembly will bounce back stronger for the overall good and progress of the state.

On the controversy over quorum, Hon. Agbese said the House satisfied the requirement of quorum with 243 members in attendance during the exercise.
